CFC Eligibility Requirements

Membership in the Israel Fund is open to American 501(c)(3) organizations that :

  • provide at least some of their charitable services in Israel, and

  • meet eligibility requirements for inclusion in the CFC.

Every organization wishing to participate in the Combined Federal Campaign must meet certain eligibility requirements established by the Office of Personnel Management, the federal agency that runs the CFC.  To qualify, organizations must:

  • Provide services in at least fifteen different states or at least one foreign country. For the 2008 CFC, organizations must describe this activity for 2007, 2006, and 2005.
  • Account for its funds on an accrual basis in accordance with generally accepted accounting principles (GAAP)
  • Commission a full-scale audit by an independent certified public accountant that is prepared using generally accepted auditing standards (GAAS)
  • File an accrual-basis Form 990 with the Internal Revenue Service (unless the organization is exempt from filing)
  • Be governed by an active and responsible board whose members have no conflict of interest and a majority of whom serve without compensation
